Express penalty scheme starts to bite
Motorists plying Lugogo Bypass and Yusuf Lule Road will now be required to drive at 30km per hour. On Thursday (May 29), several motorists were penalised, including one who did not have a logbook in his car, while others were penalised for speeding.
