The Inspectorate of Government (IG) has ordered chief administrative officer (CAO) Rose Nalumansi to take disciplinary action against two Kalungu district officials accused of misusing road funds.
The district officials implicated in the mismanagement of funds meant for road maintenance include senior assistant secretary Hussein Ssembajja and senior engineer Achilles Kiwanuka.
Nalumansi has also been asked to recover sh18.9 million, which was given to the duo for road maintenance, conducting mobilisation meetings, and erecting signposts.
The money will be deposited in the Lwabenge sub-county community access roads fund bank account since none of these activities were carried out.
The directive was issued by Deputy Inspector General of Government Anne Twinomugisha Muhairwe on April 1, 2025, following investigations by the IG Masaka regional office, which found that the duo failed to account for funds meant for the maintenance of Buwanda-Lwamanyonyi and Burora-Kiteredde roads in Lwabenge sub-county, Kalungu district.
The IG received a complaint alleging that Lwabenge sub-county received sh21.6 million for road maintenance during the 2023/2024 financial year.
However, the funds were misappropriated by the Lwabenge sub-county chief and the acting district engineer, Kalungu.
Investigations
IG investigations revealed that Lwabenge sub-county received sh21.6 million on December 6, 2023, for the maintenance of Buwanda-Lwamanyonyi-Kityaba and Kiteredde-Burora community access roads.
However, Ssembajja deposited sh17 million for fuel and road maintenance at Frexo Oils Uganda Limited, one of the prequalified fuel suppliers, in January and February 2024.
However, the fuel station issued fuel worth sh1m to Willy Mutebi, a grader operator, under the directive of Achilles Kiwanuka in March 2024.
“The money was not utilised on the road maintenance activities, and there was no work done,” IG investigations reveal.
According to the IG, Ssembajja received sh1.8m for mobilisation meetings and signposts for the roads, but the activities were not undertaken.
