KAMPALA - Fitting of digital number plates onto motorcycles starts today July 1, 2024.

This follows a meeting the Chief Licensing Officer, Winstone Katushabe held on May 27, 2024, with Motorcycle dealers to streamline issues ahead of the rollout of the fitment of the new Digital number plates on motorcycles on July 1, 2024.

The Intelligent Transport Monitoring System commenced with the first phase being the fitment of digital number plates on Government vehicles.

The new registration number plates prioritize safety of all road users by streamlining the issuance of motor vehicle fines which will influence driver behaviour, ease identification of road traffic offenders or lawbreakers and improve electronic policing.

To address security challenges resulting from motor vehicles and motorcycles, President Yoweri Museveni in 2018 directed that all motor vehicles and motorcycles be installed with new smart plates.

A new regulation to replace motor vehicle registration numbers and plates with new plates was gazetted in December 2022.  

Following that motor vehicles and motorcycles are to be issued with smart logbooks/cards. In July 2021 the Ministry of Works and Transport agreed with the Russian-based Joint Stock Global Security (JSGS) to build and operate an Intelligent Transport Monitoring System (ITMS).

ITMS is expected to offer a new Motor Vehicle Registration System (MVRS) with capacity to locate motor vehicle routes, in real-time location via cameras and motor vehicle trackers.
