Mpox cases rise to over 4,800

Mpox infections surged in March, with confirmed cases reaching 4,810 and 37 fatalities recorded, according to the Uganda Virus Research Institute (UVRI).

This was revealed by Prof. Pontiano Kaleebu, the director of UVRI, when he and other institute officials appeared before Parliament’s Health Committee on Monday, March 31.

The committee, chaired by Dr Joseph Ruyonga (Hoima West), was reviewing the institute’s ministerial policy statement and budget estimates.

Rampant cases in urban centres

Prof. Kaleebu noted that Mpox cases have been concentrated in urban areas, particularly in Kampala, Mbarara, Wakiso, and Hoima, with the most affected age group being 25 to 29 years.

“Mpox has turned out to be quite complicated. We have seen that it is mainly within urban settings, and it is likely associated with risky sexual behaviour, particularly among high-risk populations, including commercial sex workers, younger individuals, and transporters in these urban centres,” Kaleebu stated.

Despite efforts by the Ministry of Health to curb infections through public awareness campaigns and preventive measures, a notable spike has been recorded in the past month, posing challenges to containment efforts.

100,000 Mpox vaccine rollout

In a bid to curb further spread, the government, through the Ministry of Health, has received 100,000 doses of Mpox vaccines, which will be prioritised for individuals in high-risk populations. The initial rollout will begin in the Kampala Metropolitan area and other identified hotspots.

“The good news is that vaccines have arrived at a crucial time. These will be deployed in high-risk areas to prevent further infections,” Kaleebu said.

Uganda to handle regional disease control

Amidst the ongoing outbreak, Uganda was designated in December as the East African Community’s (EAC) centre of excellence in virology, a mandate with expectations of strengthening regional response to emerging and re-emerging infectious diseases.

“This designation means Uganda will play a key role in responding to regional outbreaks, supporting member states through capacity building, and ensuring preparedness for future health threats,” Kaleebu told MPs.

Germany, through the KfW Bank, has pledged approximately €2.5m (about sh10b) to support UVRI’s role as a regional hub. However, Kaleebu highlighted the need for additional government funding to fully operationalise the centre and enhance Uganda’s capability in handling infectious disease outbreaks in the region.

UVRI faces staffing and funding gaps

Kaleebu further highlighted budgetary constraints affecting UVRI’s operations, particularly in human resource capacity. The institute is currently operating with only 32% of its required staff, with 77 out of 241 positions filled.

“The institute is understaffed. We have requested the government to allocate more resources to fill these other positions,” he stated.

Additionally, UVRI has requested funding to expand research on emerging infections, conduct nationwide disease surveillance, and develop scientific laboratories and office spaces. More support is also needed for vaccine manufacturing and diagnostic kit development to improve Uganda’s preparedness for future outbreaks.

Dr Ruyonga assured UVRI officials that their concerns had been noted and would be incorporated into a report to be presented before Parliament.

“All these issues are well noted. We will compile a report and present it before the House for further deliberations,” he said.
