Acholi chiefs retain paramount chief, drop premier

Acholi chiefdom (Ker Kwaro Acholi) paramount chief David Onen Acana II is set to continue steering the cultural institution following a decision by the council of chiefs to retain him.

A total of 46 out of 58 chiefs made the resolution by unanimous consensus during their full council meeting, technically known as the Council of chiefs on Saturday, July 8, 2023, at Ker Kwaro Acholi Palace in Bardege –Layibi Division, Gulu City.

The Council of Chiefs is the highest decision-making organ of the institution. It also resolved to drop the serving Prime Minister of the Chiefdom, Ambrose Olaa without naming any replacement.

The meeting resolved to retain his Royal Highness David Onen Acana II as the reigning paramount chief despite a series of allegations labelled against his leadership by a rival group of chiefs.

This development comes about two weeks after a section of the Acholi clan chiefs attempted to oust Acana, deputy Rwot Martin Otinga Otto Yai II of Lamogi, as well as the entire leadership of Ker Kwaro Acholi over what they termed as 13 misdeeds affecting the proper running of the cultural institution.

Meanwhile, the rival chiefs being led by Rwot Santo Apire of Atiak chiefdom resolved on Saturday to institute a committee to develop the constitution for the Acholi cultural institution.

The chiefs under an interim committee was formed on June 20, 2023, after they purportedly dethroned Rwot Acana II over alleged corruption, gross mismanagement of assets and property as well as the alleged illegal sale of a piece of land belonging to the institution.

The 12 chiefs reached this resolution during a parallel meeting held at Acaki Lodge in Kitgum Municipality.

While presenting the resolutions before the press, the chief of Koch Rwot John Ogenga Obita says, they unanimously reached four key resolutions.

According to Ogenga, forming a constitutional committee, formulating a constitution for steering the Acholi cultural chiefdom, popularising it before adopting it and electing a new paramount chief were the resolutions of the meeting.

Ogenga said the constitutional committee will develop the constitution and present it before all cultural chiefs in Acholi and key stakeholders before it is adopted.
