Bugweri district officer fired over allegedly forging academic documents

The Inspectorate of Government (IG) has ordered the cancellation of the appointment of Bugweri district's natural resources officer over allegedly forging academic documents.

In a press statement dated April 7, 2025, the IG directed Bugweri district chief administrative officer, William Makune, to submit Frederick Womakuyu Weduku to the District Service Commission for termination of appointment due to a lack of the requisite qualifications.

The IG has also referred the matter to the police for further investigation.

The directive was issued by the Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, following investigations by the IG’s Jinja regional office, which revealed that Weduku had presented forged documents to secure employment within the district.

According to the 2011 job descriptions and specifications for local governments, a candidate for the position of Natural Resources Officer should possess the following qualifications:

Academic Qualifications: An Honours Bachelor of Science degree in a relevant field (e.g. Forestry, Wetlands Management, Environmental Studies, Land Management) and a postgraduate qualification in management studies from a recognised institution.

Work Experience: At least nine years of working experience, including three years at a principal level in a natural resources management environment.

According to the IG, Weduku claimed to have worked with the Uganda Wildlife Authority and the National Environment Management Authority, but both organisations denied ever employing him.

The IG urged district service commissions to always adhere to stipulated guidelines when conducting recruitment.

“The IG's actions demonstrate efforts to combat corruption and ensure compliance with recruitment guidelines. This case highlights the importance of verifying qualifications and experience in public service appointments,” Muhairwe stated.
